Hongkong, 18th. July, 1903.

Sir,

I have been requested as Senior Unoffici-

al Member of the Council to submit for the favourable consider- ation of His Excellency the Governor the desirability of an

additional tramway being built for the convenience, not only

of residents at the Peak, but also of those whose houses are

situated on the West side of the valley between the Queen's

Road and Victoria Gap.

I enclose herewith a plan shewing the

proposed course of the projected tramway which is practically all on public land unavailable for building purposes, passing,

as it does, through the Glenealy Gully and over inaccessible

hill-land beyond.

His Excellency will see that, not only

the numerous inhabitants of Queen's Gardens and the neighbour-

hood will derive immense benefit from the projected line, but

all residents living on the higher parts to westward Robinson

Road, Caine Road, &c., will be put rapidly and cheaply on a

level with their houses, and within easy walking or rickshaw

distance of them. There is also little doubt that such a new

line will open up, by rendering them accessible, new sites for

building, from which the Government will be able to earn addi-

tional revenue.

The new line would besides have this

special feature to recommend it, namely, that it would start

right down on the Queen's Road level and would thus be acces-

-sible
